DDS Basics

What is the California Department of Developmental Services (DDS)?

The California Department of Developmental Services is a state agency that coordinates services and supports for individuals with developmental disabilities. DDS works through 21 nonprofit regional centers across California to provide lifelong assistance. This includes assessments, individualized service planning, access to community- and home-based programs, access to assistive technology, and much more.

What is a DDS Regional Center?

DDS Regional Centers are your primary point of contact for all DDS services. More specifically, DDS Regional Centers are community-based nonprofit agencies that contract with DDS to deliver local services. They assess eligibility, develop Individual Program Plans (IPP), coordinate supports, and connect people with providers. Each regional center serves a specific geographic area.

What is an Individual Program Plan (IPP)?

An IPP is a written agreement between you, your family or advocate if you have one, and your regional center. It outlines your goals, needs, and the specific services and supports DDS will provide to help you achieve them. You can request changes to your IPP at any point to better meet your unique needs.

Eligibility & Application

Who is eligible for DDS services?

To qualify, a person must have a developmental disability that:

  1. Began before age 18
  2. Is expected to continue indefinitely
  3. Significantly limits daily functioning in three or more areas

This generally includes cerebral palsy, epilepsy, autism spectrum disorder, intellectual disability, and other similar conditions. Infants and toddlers between the ages 0-3 can access care through the Early Start Program. Children older than 3 and adults receive care through regional centers.

Important: Eligibility is not determined by income. DDS services are available regardless of your ability to pay.

How do I apply for DDS services?

To apply for DDS services:

  1. Find your regional center based on your county
  2. Contact them by phone, online form, or in-person visit
  3. Schedule your intake interview (within 15 days)
  4. Gather documentation (medical records, school reports, assessments)
  5. Attend your intake interview
  6. Complete any required assessments
  7. Receive eligibility decision (within 120 days)

You don't need a doctor's referral to apply. Anyone can start the application process.

What services does DDS provide?

DDS-funded services vary based on individual needs but generally include:

Is there a cost for DDS services?

Most DDS services are free of charge for eligible individuals. However, for certain services or equipment, families may need to use other public benefits available to them first, such as Medi-Cal.

Regional centers cannot deny services based on your inability to pay. The Lanterman Act guarantees your right to necessary services regardless of income.

Can I choose my service providers?

Yes. You have the right to choose from qualified, regional center-approved vendors. If you're not satisfied with a provider, you can request a change. Your regional center must offer you meaningful choices among providers.

The Self-Determination Program offers even greater flexibility in choosing and hiring your own support workers.

What if I disagree with a DDS decision?

If you disagree with an eligibility decision, service denial, or any other DDS decision, you have the right to appeal. Your options include:

  1. Informal resolution – Discuss concerns with your service coordinator or regional center management
  2. Mediation – Voluntary process with a neutral mediator (free and confidential)
  3. Fair hearing – Formal legal hearing before an administrative law judge
