HCBS Waiver: What’s Covered and What’s Not

HCBS Waiver: What’s Covered and What’s Not

One of the core priorities of the California Department of Developmental Services (“DDS”) is providing care to individuals with developmental disabilities in the communities where they already live, rather than requiring individuals to receive care in more institutional settings. The Home and Community-Based Services (“HCBS”) waiver is one of the key mechanisms for ensuring this goal is accomplished. Given how important this waiver is, it’s helpful to understand as much as you can about the HCBS waiver—what’s covered and what’s not, what it means for you and your loved ones, and how to use it to receive the care you need.

HCBS Waiver: An Overview

Put simply, the HCBS waiver allows the state to receive federal funds that are used to reimburse people for the cost of community and home based care services. The waiver is administered through the California Department of Developmental Services (“DDS”).

Through the funding it provides, the HCBS allows individuals with developmental disabilities to receive the supports they need while living at home or in community settings, rather than in institutional facilities. In this way, the waiver is designed to promote independence, inclusion, and quality of life.

What’s Covered, What’s Not

The HCBS Waiver covers a wide range of services that daily care and family and community engagement. These include serices such as:

  • personal care assistance
  • respite for families and caregivers
  • supported employment
  • day programs
  • a variety of rehabilitation and therapeutic services such as occupational or speech therapy

Additionally, in certain situations, the waiver may also help cover the cost of specialized medical equipment. Similarly, it can sometimes cover the cost of home modifications and transportation.

However, the HCBS Waiver does not replace traditional health care coverage. Specifically, it does not pay for standard medical services such as doctor visits, hospital care, prescriptions, or dental treatment. The waiver also does not cover care that is unrelated to the person’s developmental disability.

Ultimately, the HCBS waiver ensures that people with developmental disabilities can thrive in their communities. It does this by making home and community based care financially accessible. Contact your regional care center to learn how to implement the HCBS waiver into your care plan.
