Eligibility Criteria Explained (Plain Language)

Eligibility for services and benefits through the California Department of Developmental Services (“DDS”) is relatively straightforward. To apply, participants need to contact their local DDS regional center. From there, the regional center will conduct an intake and assessment interview after which the DDS will make an eligibility determination. Having eligibility criteria explained in detail will help you begin the process of applying for DDS services.

Determining Eligibility for California DDS

There are four main criteria for DDS services:

  • Applicants must be at least 18 years old. While DDS is primarily geared toward adults 18 and up, the agency also has a range of services for children younger than 18. Additionaly, the Early Start Program serves developmentally disabled infants and toddlers between 0-3.
  • Applicants must have a covered developmental disability. DDS regional centers make their own diagnoses based on the intake interview. While the regional center does not require external proof of a disability, supporting documents such as medical and school records, or proof of a previous diagnosis, can be helpful. DDS covers a broad range of developmental disabilities including intellectual disabilities, cerebral palsy, epilepsy, autism, and other conditions that make a serious impact on daily life.
  • The disability must significantly limit major life activities. This includes activities of daily living such as self-care, communication, learning, mobility, self-direction, independent living, and economic self-sufficiency. To qualify for DDS services, applicants must show that their condition significantly affects one or more of these areas.
  • The disability must be expected to continue indefinitely. DDS services are available to those dealing with a temporary condition or injury. Rather, these services are reserved for folks whose developmental disability appears to be long-term, if not permanent.

Anyone applying for DDS services is required to complete an intake and assessment interview at a DDS regional center. The objective of this interview is for DDS to determine whether the applicant satisfies each of the criteria outlined above.
